摘要 剖析职业教育在社会服务中的现状，分析发达国家社区职业教育经验，对比教育投入的成效，针对性地提出构建社区职业教育体系，实施促进教育公平的措施，为实现教育的可持续发展、促进社会管理创新提供参考。

Building a Community Vocational Education System on Social Needs//Jiang Xinge, Niu Dongyu

Abstract In this work, the status of vocational education among the social services in China was analyzed, and the experiences of community vocational education in developed countries were analyzed as well. After comparing the effectiveness of the investment in education in developed countries, the author put forward a specific proposal of building a community vocational education system, implementing measures to promote fairness in education, and providing a reference for sustainable development of education and social management innovation promotion.

教育奠定了每位公民公平参与社会活动的基础，教育公平作为最基本的社会公平，与和谐社会是非此无彼、由此及彼的关系，是构建和谐社会的重要基石。当前中国和世界各国一样，社会管理正面临新的挑战和机遇，加强和创新社会管理的任务十分繁重艰巨，需要统筹现实社会管理和虚拟社会管理，需要立足我国国情，借鉴其他国家经验教训，结合区域职业教育和社会管理工作实际，面向未来有所创新、有所前进，从观念、创新、机制等层面思考社会管理与国民职业教育的密切关系，通过构建职业教育体系提升社会管理文化建设，推动社会管理向专业化、科学化发展。

职业教育是现代国民教育体系的重要组成部分，是经济社会发展的重要基础，是构建终身教育体系、提高劳动者职业能力、促进充分就业、改善民生、解决“三农”问题、建设和谐广州和现代化大都市的必然要求。建立体现终身教育理念、中等和高等职业教育协调发展的现代职业教育体系的职业教育体系，需要分析发达国家社区职业教育经验，对比教育投入的成效，借鉴部分地区发展教育的方法，对症下药，建设区域化职业教育，使广大人民“学有所教”，解决教育存在的不公平的深层次矛盾，实现社会建设和文化大发展大繁荣。……
