Abstract： The symbiotic system of non-state-owned enterprise archives supervision is of greatsignificance for improving the archives supervision of non-state-owned enterprises and promoting social and economic development.This article systematicallyexpounds theconnotationofthesymbiosis theory，analyzes theinherentcompatibilitybetweenthesybiosis theoryand thecollaborativesupervisionofarchivesofnon-state-ownedenterprises，andfinds thatthesupervisionofarchives of non-state-owned enterprises is facing practical predicamentssuch as theineffectivenessof symbiosisunitcorrelation，the imbalanceofsymbiosis model integration，theinstabilityofsymbiosisenvironmentsupport，andtheimbalanceofsymbiosis interface efficiency.Therefore the development ofa symbioticsystem forthe supervisionof archives ofnon-state-owned enterprisesshould start from four aspects：establishing interelatedsymbiotic units，mutually beneficial symbioticmodels， ecological symbiotic environments，and intelligent governance symbiotic interfaces.

以“滴滴”“腾讯”“抖音”等为代表的非国有企业，不仅是国家经济发展的生力军，更是实施数字中国战略的重要主体。非国有企业的新技术、新方法、新商业模式，不仅颠覆了传统产业的组织形式，也引发了诸多涉及国家安全和公共利益的问题，更给传统企业档案的监管模式和效果带来了挑战。《“十四五”全国档案事业发展规划》提出，要围绕促进区域协调发展，完善区域档案管理体制，创新协同监管模式。创新档案监管方式方法既是突破传统监管困境的有效路径，也是实施“档案强国”行动的应有之义。[1]提高非国有企业档案监管的治理水平，离不开监管主体的支撑。［2]2023年1月，国务院办公厅印发的《关于深入推进跨部门综合监管的指导意见》指出，深入推进跨部门综合监管，是加快转变政府职能、提高政府监管效能的重要举措，该意见为档案监管共生系统的建立提供了政策指导。

审视在非国有企业档案监管方面已有研究成果，自2004年学界开始关注非国有企业档案监管以来，部分研究者便提出当前存在监管观念有偏差、法规依据不明及角色定位不准等问题3，并围绕非国有企业档案监管的现状[4]缘起、困境与策略[5]、监管方式[6]展开研究。新《档案法》颁布后，学界主要围绕档案监管法律依据[、档案服务外包监管[8-9]、数据安全监管[10]等档案监管问题展开研究。随着非国有企业走出国门境外上市，档案出境[1]和数据跨境流通[12]等新的监管问题又相继涌现，进而引发了学界对互联网企业档案实施重点监管的关注[13]。……
