Abstract：China hasbecome the world'slargest producerandconsumerof refinedcopperandcopper products.Asacrucial nationalstrategicresourcebase，InnerMongoliaplaysakeyroleinensuringthesupplyofcopperproducts.Withabundant mineralresourcesandwellestablishedindustrialsystem，InerMongoliahasbecomeoneof theimportantproductionbasesof China'scopperindustry.Thispapersystematicallanalyesthestandardizationstatusofcopperindustryathomeandabroad， thedevelopmentlayoutofthecopperindustryinInnerMongoliaandthestatusofstandardsdevelopmentandrevision.It proposesandonstructsastandardssstemforthegee，low-cabon，andciulardevelopmentofthecopperindustryithsix urgentlyneededindustrystandardseveloped，andpilotapplicationsofstandardzationcariedoutintheautonomousrgion. Theaimis toprovideastandardreferenceforthecomprehensivegreen transformationanddevelopmentof thecopperindustry in Inner Mongolia.

0 引言

作为我国重要的战略资源基地，内蒙古铜资源储量丰富，铜产业在区域经济发展中占据重要地位。然而，传统粗放型发展模式导致资源消耗高、环境污染重、产业结构不合理等问题日益凸显，一定程度上制约着内蒙古铜产业的可持续发展。在全球应对气候变化、国家“双碳”战略深入推进的大背景下，构建铜产业绿色低碳循环发展标准体系，以标准助推内蒙古铜产业全面转型升级，已成为当务之急。近年来，国家高度重视“双碳”工作，相继出台了一系列政策文件，为相关产业发展指明了方向。内蒙古出台相应配套文件，将全面绿色转型发展作为推动经济高质量发展的重要抓手。然而，目前内蒙古铜产业发展仍面临标准体系不完善、标准质量不高、标准实施力度不足等问题，难以有效支撑产业绿色转型。

本文以承担区局服务绿色特色优势产业高质量发展行动一有色金属产业链为抓手，通过对内蒙古5家铜产业链企业实地调研和研讨论证，积极申报内蒙古自治区市场监督管理局2022年高质量标准体系建设项目，经过18个月项目建设，构建了铜产业绿色低碳循环发展标准体系，制定了6项产业急需的地方标准，为铜产业实现全面绿色转型提供标准参考。
