Abstract Using 44 representative sports enterprises listed on the Shanghai and Shenzhen A-share markets from2011 to 2O22 as the data sample，a spatial difference-in-differences model was employed to analyze the relationship between the“National Sports Consumption Pilot Cities”policyand the levelof new quality productive forces in sports enterprises..The empirical results reveal that，the policy helpssports enterprises in pilot cities increase their new-quality productive forces by 2.00% ，and it not only affects sports enterprises in pilot citiesbut also those in neighboring cities;this correlation remainsvalid after placebo tests and robustnes tests. Enterprise digital innovation servesasa partial mediator，accounting for 35.5% inthis correlation.Under the influence of this policy，the new-quality productivity of sample enterprises has difused from China's southeastern coastal areas to the western and northern regions， with an increasingly expanding geographical distribution range.These findings not only deepen understanding of new-quality productivity of sports enterprises，but also provide a basis for expanding the implementation scope of the“National Sports Comsumption Pilot Cities” policy and offer references for sports enterprises to enhance their market competitiveness.

习近平在2023年9月首次提出新质生产力的概念[1，在2024年中共中央政治局第十一次集体学习时强调，新质生产力是创新起主导作用，摆脱传统经济增长方式、生产力发展路径，具有高科技、高效能、高质量特征，符合新发展理念的先进生产力质态。它由技术革命性突破、生产要素创新性配置、产业深度转型升级而催生，以劳动者、劳动资料、劳动对象及其优化组合的跃升为基本内涵，以全要素生产率大幅提升为核心标志，特点是创新，关键在质优，本质是先进生产力2。以上对新质生产力概念的阐述，不仅深化了对当代生产力发展动因的认识，也对未来实践具有指导作用。在宏观层面，政策对生产力的发展也会产生重要的作用。因此，新质生产力与有关政策的相关关系也是促进我国体育产业发展的一个重要且紧迫的议题。

为了实现扩大内需和促进体育消费的战略目标，国家体育总局自2020年起在全国40个城市开展了体育消费政策试点，旨在通过机制创新、政策支持和产品服务创新，激发体育消费潜力，培育体育经济新动能[3]。尽管国内学者已从多个角度评估了消费试点政策的影响，形成了一定数量的研究成果并提供了方法论借鉴，如消费金融试点增强了金融市场活力4、新能源汽车消费试点激励了当地制造商5、文化消费试点促进了城市产业结构升级等，但是消费试点城市政策对新质生产力的影响却被忽视了，“国家体育消费试点城市\"政策是否能促进体育企业新质生产力的可持续发展目前还未可知。……
