摘要：本文以山东省市级反兴奋剂机构及组织体系建设现状与困境为研究对象，利用互联网数据查询、电话访谈、座谈调查等方法，通过对所研究的山东省市级反兴奋剂机构及组织体系建设现状与困境开展调查和研究，分析和归纳出目前山东省市级反兴奋剂机构及组织体系建设中所遇到的困境和难点，并提出合理化改进建议、措施及政策方案，推进山东省市级反兴奋剂机构及组织体系建设，解决市级层面反兴奋剂工作的困境，真正构建起 “纵横交叉，上下联动”全覆盖的反兴奋剂组织体系，进一步增强市级反兴奋剂工作能力，从青少年阶段就为运动员打下反兴奋剂意识的基础，全面提升我国青少年运动员的反兴奋剂能力，保证干干净净备战参赛，保证兴奋剂问题的“零出现”。

Abstract： This article takes the current situation and difficulties in the construction of anti-doping institutions and organizational systems at the municipal level in Shandong Province as the research object. By using methods such as internet data inquiry， telephone interviews， and symposium surveys， the current situation and difficulties in the construction of anti-doping institutions and organizational systems at the municipal level in Shandong Province are investigated and studied.
