摘 要：在社会整体经济活动逐步增多的趋势下，我国交通运输系统不断完善，为了能够对交通运输方面的各项问题进行严格管控，就要在明确“综合交通运输法”立法宗旨的基础上，对其存在的形式价值和目的价值进行全面分析。对于形式价值而言，具体表现为秩序、安全、绿色、自由、开放;对于目的价值而言，则具体表现为公平和效率，在保证“综合交通运输法立法”充分发挥作用的基础上，不断强化我国交通运输体系的应用价值。

An Analysis of the Value of the Legislative Purpose of China's "Comprehensive Transportation Law"

Abstract：With the gradual increase in the overall economic activities of the society， China’s transportation system is constantly improving. To strictly control various transportation issues， it is necessary to clarify the legislative purpose of the "Comprehensive Transportation Law" and a comprehensive analysis of its existing form value and purpose value is needed. For formal value， it is expressed as order， safety， greenness， freedom， and openness; for purpose value， it is expressed as fairness and efficiency. On the basis of ensuring that the "Comprehensive Transportation Law Legislation" is fully functional， to constantly strengthen the application value of China's transportation system is necessary.

1 引言

我國经济之所以能够快速稳定发展，与交通运输这一基础性和先导性的产业具有紧密关联。在现代化社会发展趋势下，综合交通运输体系建设工作备受关注，这就要对我国“综合交通运输法”立法宗旨实际存在的多方面价值进行深入研究，在保障其具备安全、便捷、高效、绿色特征的基础上，完善我国在此方面的立法机制。不仅如此，还要真正做到转变发展思路和优化整体结构，在全面提升立法技术水平的同时，公平公正的实施法律。本文主要就是针对我国“综合交通运输法”立法宗旨的形式价值、目的价值、价值整合内容进行细致分析，在为综合大交通运输体系稳定运行提供法律依据的同时，实现可持续发展目标。
