摘要：从研究我国城市燃气救援力量的组成和基本特点入手，通过探讨我国城市燃气应急救援力量建设现状及存在的问题，包括应急救援力量建设滞后或与需求不符、应急救援队伍能力参差不齐、应急救援力量发挥不足等，对加强我国城市燃气应急救援力量建设提出四方面建议，即政府领导规划、行业规范建设、市场培育产业、企业优化管理，以形成城市燃气应急救援力量建设持续发展模式。

On The Construction of Urban Gas Emergency Rescue Force

Abstract：Starting with the study of the composition and basic characteristics of China's urban gas rescue force， this paper discusses the current situation and existing problems of China's urban gas emergency rescue force construction， including the lag or inconsistency between the construction of emergency rescue force and demand， the uneven ability of emergency rescue team， the insufficient exertion of emergency rescue force， etc， This paper puts forward four suggestions on strengthening the construction of urban gas emergency rescue force in China， that is， government leadership planning， industry standard construction， market cultivation industry and enterprise optimization management， so as to form a sustainable development model of urban gas emergency rescue force construction.

城市燃气通常是指城市用户或单位使用的气体燃料，具体包括天然气、液化石油气和人工煤气等。近年来，当城市燃氣为经济发展提供强大能源的同时，也给城市公共安全带来巨大威胁。2021年6月13日，湖北省十堰市张湾区艳湖社区集贸市场发生一起燃气爆炸事故，造成 26 人死亡，138 人受伤，这是近年来死亡人数最多的一起城镇管道燃气爆炸事故。为尽可能降低燃气事故带来的人员伤害和经济损失，各地需进一步提升燃气事故应急救援能力，通过政府、行业、市场、企业等管理主体的影响和作用，加强城市燃气应急救援力量建设，以保障城市用气安全。

1 城市燃气应急救援力量的组成

目前，我国应急救援力量主要包括国家综合性消防救援队伍、各类专业应急救援队伍和社会应急力量这三类。根据中国城市燃气协会安全管理工作委员会发布的2020年全国燃气事故分析报告，我国燃气事故类型主要包括用户端事故、管网事故和场站事故。……
