摘  要：城市公共交通系统代表着一座城市的整体风貌，在某种程度上称得上一座城市的灵魂。近些年，在现代大城市中，快速有轨电车、地下铁道等系统逐渐发展成为城市交通的骨干。这些公共交通工具有载量大、运送效率高、能源消耗低、相对污染小和运输成本低等优点。因此，该文提出政府加大投入、引入市场机制、完善监督体系的公共交通的发展方式才是公共交通发展的核心。

Discussion on the Main Problems and Countermeasures of Urban Public Transport from the Perspective of Public Management

Abstract： The urban public transportation system represents the overall style of a city and can be called the soul of a city to some extent. In recent years， in modern large cities， rapid trams， subways and other systems have gradualy developed into the backbone of urban transportation. Public transportation has the advantages of large capacity， high transportation efficiency， low energy consumption， relatively low pollution and low transportation cost. Therefore， this paper proposes that the core of public transport development is the development mode of public transport in which the government increases investment， introduces market mechanism and improves the supervision system.

一座城市的公共交通具有多重意义：它既是整个城市最靓丽的风景线，也是其城市化进程速度的重要标识;公共交通更是城市居民日常出行必不可少的重要工具，同时还是一座城市赖以发展的重要支柱。

1  城市公共交通总体现状

随着城乡一体化的发展以及城市的不断扩容，城市人口比例逐年增长，人们对于城市公共交通的需求也在不断增长，例如：一些由于加班晚归的年轻人，就常希望能有更多的公交夜车可以乘坐。但是由于各种现实原因，很多城市的夜车车隔在规划初期就设计得非常长，无法满足年轻人的需求。因此，相对滞后的公共交通系统与人们的出行需求还存在较大差距。总体来说，当下我国城市公共交通整体状况如下。

1.1 公共交通對城市发展具有举重若轻的作用

近年来，我国私家车的保有量虽然呈现上升趋势，但是各种因素的出现导致人们能够更理性地看到公交系统的优点：如私家车车祸的频繁发生、酒驾醉驾事故的出现、严重塞车、空气污染，这些因素使得私家车虽然相对便捷，但是安全性和公益性远远落后于城市公交系统。……
