摘  要：电力调度是电力系统的重要部门之一，在电网的运行中通过电力资源的优化配置，对电力运行进行组织、指挥和协调，是确保电力系统安全稳定运行和提高经济效益的保障，对维护用户的正常用电十分重要。现针对影响电力调度安全运行的现状和存在问题， 深入探讨提高电网的调度运行水平、自动化技术水平、改善电力调度系统运行环境， 建立完善的规章制度、电力调度自动化网络安全防范体系、运行安全风险评价等方面对电力调度安全运行进行建议和对策。

Discussion on Safe Operation Management of Power Dispatching

Abstract： Power dispatching is one of the important departments of power system. In the operation of power grid， organizing， commanding and coordinating power operation through the optimal allocation of power resources is the guarantee to ensure the safe and stable operation of power system and improve economic benefits. It is very important to maintain the normal power consumption of users. Now for the existing situation and problems of affecting the safe operation of the power dispatching， explore improve the level of power grid dispatching operation level， automation technology， to improve the running environment of power dispatching system， establish perfect rules and regulations， safe operation of power dispatching automation network security protection system， risk assessment， etc for the safe operation of the power dispatching suggestions and countermeasures.

電力调度是电力系统的重要部门之一，在电网的运行中通过电力资源的优化配置，对电力运行进行组织、指挥和协调，确保电网安全稳定的运行。电力调度的工作内容简单概括为采集数据、传输信息、数据处理、人机联系，具体是通过主变压器、断路器、电压互感器、电流互感器、高压室开关、主控室的电源盘及控制盘盘面等设备采集数据信息，结合电网实际运行参数，监控人员提供的信息、生产建设开展等情况，对电网安全、经济运行状态做出判断，通过自动系统或电话发布操作指令，指挥现场操作人员调整发电机出力、调整负荷分布、投切电容器、电抗器等自动控制系统进行调整，对电力运行进行组织、指挥和协调，确保电网安全稳定的运行。

当前我国实时电力调度利用了数字化、可视化、网络化、对象数据库技术、数字化以及平台等先进技术，随着科技的进步，电力调度自动系统、监测、控制手段日臻完善，但在调度技术方面还有待进一步提高。……
