摘  要：为规范“双高计划”背景下的高水平职业院校建设，探索性地构建了高水平职业院校评价体系和促进体系，从投入产出视角将评价体系细化为供给保障水平、社会服务水平、行业引领水平等具体评价内容，在此基础上提出建立完善投入保障机制、过程控制机制、产出监管机制的促进体系，为加快推进高水平职业院校建设提供参考。

Abstract： In order to standardize the construction of high-level vocational schools under the background of "double-high plan"， the evaluation system and promotion system of high-level vocational schools have been built， from the perspective of input and output， the evaluation system is divided into specific evaluation contents， such as the level of supply guarantee， the level of social service， the level of industry leading， etc.， and on this basis， the paper proposes to establish and improve the input guarantee mechanism， process control mechanism， output supervision mechanism of the promotion system， to speed up the construction of high-level vocational colleges to provide reference.

2019年教育部、财政部发布了《关于实施中国特色高水平高职学校和专业建设计划的意见》，该计划简称——“双高计划”。该计划旨在通过培优发挥示范引领作用，激发职业院校内在动力，推进我国职业教育实现内涵发展、高水平发展。通过集中力量建设高水平高职学校和高水平专业群的方式，支撑国家重点产业、区域支柱产业发展，这既是促进新时代职业教育实现高质量发展的一种导向引领，也是一种促进机制。然而，“双高计划”对于如何评价高水平职业院校建设水平并没有具体的细化的评价体系。为此，有必要设计与构建高水平职业院校评价体系，完善促进机制，形成对职业院校发展的强劲推力，加快高水平职业院校建设。

一、“双高计划”背景下职业教育发展相关研究

“双高计划”背景下，关于如何建设高水平职业院校和骨干专业群，众多学者从不同视角进行了探讨。专业群建设研究方面，学科联系论强调高职专业群要立足院校优势专业、学科基础，实现专业群与产业链对接。……
