【摘要】随着我国农村人口逐步广大，土地问题也愈益得到人们的重视。自从我国深入推进改革和对外开放以来，城市化项目工程建设的步伐和脚步正在逐步加快，我国政府为了尽早地促进农村和城乡的区域性经济一体化，我们城市和农村的土地开发利用日益引起高度重视，再加上我们相继颁布的一系列有关我国城市和农村土地的开发和利用方面的相关政策法规，使得我们的我国农村土地已逐渐发展成为我们社会和国民经济发展建设的基础与核心，所以，在这中间必然会遇到许许多多的问题，这些问题若是得不到良性的解决，一定程度上会给当前我国农村和社会经济的发展造成极大的影响。本文针对农村土地利用管理中可能存在的一些问题，以及其他有效的解决问题的具体措施进行了详细的分析。

我們作为一个农业强国，土地质量是其农民赖以生存的基础和保障。近年来，随着我国农村社会主义城镇化的深入和发展，存在着许多农村土地失控和不合理使用的情况，农村对土地的管理程度下降，导致了土地的流转等诸多问题。这就必然需要各级政府及其他有关部门制定一套相应的政策措施，来促进我国乡镇农村土地资源的合理使用和乡镇经济可持续性发展。
