摘  要：现代体制机制改革深化推动下，作为日常工作重要组成部分的档案管理工作也必须要全面掌握体制机制改革深化的具体要求，从档案管理工作实际出发，不断在管理思維、管理模式、管理方法上进行创新变革，尤其要重视档案管理的信息化建设和技术改进，完善工作机制，提高管理和工作效能。该文从高校档案管理体制机制现状分析出发，阐述深化体制机制改革下高校档案管理部门科技创新的具体需求，并针对如何加快档案管理部门科技创新的新思路与新路径提出几点建议。

Deepening the Reform of the System and Mechanism and Accelerating the Scientific and Technological Innovation

of the Archives Management Department

Abstract： Driven by the deepening of the reform of modern systems and mechanisms， as an important part of daily work， archives management must also comprehensively grasp the specific requirements of deepening the reform of modern system and mechanism. It is needed to proceed from the reality of archives management， constantly make innovations and changes in management thinking， management mode and management methods， and pay particular attention to the information construction and technical improvement of archives management， improve the working mechanism and improve management and work efficiency. Starting from the analysis of the current situation of archives management system and mechanism in colleges and universities， this paper expounds the specific needs of scientific and technological innovation of archives management departments in colleges and universities under the deepening reform of system and mechanism， and puts forward some suggestions on how to speed up the new ideas and paths of scientific and technological innovation of archives management departments.

我国的档案管理体制是在“集中统一”的原则上形成的“统一领导，分级管理”，中央级的档案行政管理机构负责掌管全国的档案工作，负责对全国档案事物进行规划和管理、统一对党和国家机关的重要档案进行管理;地方下设各级党委和人民政府的档案管理机构，统一管理内部事务，对该区域内的档案管理工作进行指导和检查。地方政府针对高校人员总量多、变动频繁等特点，将人事档案管理权委托给高校自行管理。为了便于深入剖析体制机制改革下的档案管理部门的科技创新，现以高校为例展开陈述。

高校档案管理的主要内容包括教学、科研、行政管理、社会服务等方面工作情况的详实记录，它不仅仅是客观存在的数据信息，更是单位多年发展历程的见证。……
