摘 要 信息公平获取不仅是人类社会的基本权利之一，更是图书馆行业核心价值的体现。本研究旨在为图书馆行业在数字时代保障信息公平获取提供参考与借鉴。论文通过网络调查法、文献分析法等方法分析新冠疫情期间我国线上教学活动中的诸多现象，梳理线上教学中信息获取过程的公平性障碍。文章旨在探究作为社会信息行业关键节点的公共图书馆在扫除信息获取公平性障碍、实现自身核心价值方面所应发挥的作用，以及所应遵循的原则。

Research on the Guarantee Mechanism of Fairness of Information Acquisition Under the Perspective of Online Teaching： Observation of Online Teaching During COVID-19 Epidemic

Abstract Fair access to information is not only one of the basic rights of human society， but also the embodiment of the core value of library industry. The purpose of this study is to provide references for the library industry to ensure fair access to information in the digital era. Through the methods of network investigation and literature analysis， this paper analyzes the phenomena of online teaching activities in China during the period of COVID-19 Epidemic， and combs the fairness obstacles in the process of information acquisition in online teaching. The purpose of this article is as a key node of social information industry， the public library should play a role in removing the barriers of fair access to information and realizing its core value， as well as the principles to be followed.

0 引言

2019年底，全国爆发新型冠状病毒肺炎（COVID-19）。2020年1月24日起，29个省、市、自治区相继启动重大突发公共卫生事件一级响应，为有效抵抗疫情，教育部作出了2020年春季学期延期开学的决定。2月5日，教育部印发《关于在疫情防控期间做好普通高等学校在线教学组织与管理工作的指导意见》[1]，要求采取政府主导、高校主体、社会参与的方式，共同实施并保障高校在疫情防控期间的在线教学，实现“停课不停教、停课不停学”;2月6日，教育部颁布《关于疫情防控期间以信息化支持教育教学工作的通知》[2]，对教育信息化如何指导线上教学作出了具体要求。截至3月2日，教育部已组织22个在线课程平台免费开放在线课程2.4万余门，覆盖了本科12个学科门类、专科高职18个专业大类。全国中小学纷纷利用在线直播课堂、网络点播教学等形式开展线上教学工作。……
