摘 要 公共图书馆文化服务作为公共文化服务体系中的重要组成部分，需要社会组织的参与和补足。论文基于上海市公共图书馆文化服务共同生产实践，研究发现社会组织面临着政府管理本位理念、参与渠道匮乏、能力建设不足、服务质量监管缺位等困境。文章认为政府文化主管部门应当主动转变管理理念、提供激励与引导，社会组织应当加强组织能力和公共价值管理能力，并积极融入文化服务可持续发展的图景之中。社会组织的参与对提升文化服务质量和满意度，以及增强社会参与意识具有重要意义。

Difficulties and Countermeasures of Social Organizations Participating in Co-production of Cultural Services： Taking Shanghai Public Libraries as Example

Abstract As an important part of the public culture service system， the cultural service of public library needs the participation and complement of social organizations. Based on the practice of culture service co-production in public libraries of Shanghai， the study did find that social organizations face the dilemma of government departments management standard， incomplete participating channels， insufficient capacity building and inadequate of service quality supervision. The study holds that the government should actively change the management idea and provide incentive as well as guidance， and the social organizations should strengthen their organizational capabilities and public value management capabilities， then actively integrate into the sustainable development. The participation of social organizations is of great significance to the promotion of quality and satisfaction of cultural services as well as the enhancement of the consciousness of social participation.

0 引言

近年來，公共图书馆建设作为建设文化强国、提升文化软实力的重要举措，逐渐受到相关部门和学界的关注。在《公共图书馆法》出台之前，公共图书馆作为政府财政支持的事业单位，在服务能力建设方面的资源依赖较为单一。自《公共图书馆法》颁布，已明确了公共图书馆的设立主体不再仅限于国家，社会组织也可以自筹资金设立图书馆，并且在文化服务供给方面也为社会组织参与开辟了空间。但是，在公共图书馆文化服务具体实践中，文化服务供给仍然难以满足公众需求，政府主导、社会参与文化服务共同生产的工作设计也在落地中变成了“政府在做，群众在看”。共建共享作为构建公共文化服务体系的重要一环，应当将长期以来被视为公共文化服务被动使用者的社会组织动员起来，发挥社会组织主体性价值并鼓励其参与文化服务共同生产[1]75。……
