【摘  要】水利工程建设是保障农业灌溉工作顺利开展的关键，可以逐步提高农业生产水平，促进农业经济发展。水利工程建设会受到诸多因素的影响，导致其质量受到威胁，必须强化质量监督管理，以规范化和制度化管理为目标，促进管理工作水平的提升，以确保工程项目的快速推进，创造良好的综合效益。论文对水利工程质量监督管理的内容进行分析，明确其中的问题及原因，探索实现水利工程质量监督管理规范化和制度化的路径。

【Abstract】The construction of water conservancy projects is the key to ensure the smooth development of agricultural irrigation work， which can gradually improve the level of agricultural production and promote the development of agricultural economy. The construction of water conservancy projects will be affected by many factors， resulting in its quality is threatened， we must strengthen the quality supervision and management， with standardized and institutionalized management as the goal， promote the improvement of the management work level， to ensure the rapid progress of the projects， to create a good comprehensive benefit. This paper analyzes the content of water conservancy projects' quality supervision and management， makes clear the problems and reasons， and explores the path to realize the standardization and institutionalization of water conservancy projects' quality supervision and management.

1 引言

随着农业生产水平的提升，传统水利设施已经无法满足实际生产需求，必须加快水利工程的建设或者改造，以推动农业现代化发展，增强农业经济发展活力。水利工程项目内容繁杂多样，同时在施工建设中涉及较多的流程和环节，给项目管理带来了较大的困难。做好质量监督管理工作，可以针对其中的质量问题进行分析与评估，以便及时采取控制措施，以保障水利工程达到国家和行业标准要求，为后期使用及维护保养奠定基础。传统监督管理模式呈现出滞后性的问题，无法适应新时期水利工程的建设要求。为此，应该以规范化和制度化监督管理为核心，强化对项目建设全过程的严格把控，充分发挥水利工程在农业生产中的价值。

2 水利工程质量监督管理的内容

以水利工程中的重点管控环节为主，强化对薄弱环节的有效控制，从而达到建设标准及要求，是质量监督管理的基本目标。……
