摘  要：文职人员作为军队建设的重要组成部分，教员作为军事教育战线上的重要力量，自然离不开职业发展的一般规律。目前，文职教员职业发展重视不够、发展目标不清、发展动力不足、队伍发展断层，在保、训、管、育等方面仍然有一些矛盾没有解决。该文通过分析文职教员职业发展存在的现实问题，切实通过SWOT分析法对文职教员职业发展提出相应的对策与建议。

Research on Career Development of Civilian Teachers in Military Academies Based on SWOT Analysis

Abstract： As an important part of military construction， civilian personnel and teachers， as an important force on the front of military education， are naturally inseparable from the general law of career development. At present， the career development of civilian teachers is not paid enough attention， the development objective is not clear， the development power is insufficient， the team development is faulted. There are still some contradictions in the aspects of security， training， management and education. This paper analyzes the practical problems existing in the career development of civilian teachers， and puts forward corresponding countermeasures and suggestions through SWOT analysis.

中央军委国务院于2017年9月对《中国人民解放军文职人员条例》进行了修订（以下简称新《条例》），该条例从国家层面上指出，文职人员作为国家工作人员，依法享有各种相关权利，同时文职人员也应当自觉履行相应义务。目前，文职教员职业发展问题主要体现在：思想观念不够先进，归属感相对较差;政治制度并未得到有效的落实，重使用轻培训;文职教员工作性质复杂，难以量化;工作前景感到渺茫，认同感缺失[1]。以上问题如就此持续发展下去，会导致军队院校文职教员队伍工作稳定性降低、队伍發展逐步落后，同时也或多或少间接影响到培育的未来军事人才力量。
