摘要：畜牧养殖业是社会生产体系中重要的一个部分，动物防疫直接影响畜牧养殖业的经济效益。为保证动物防疫工作质量，使动物防疫效果提高，要求对畜牧兽医动物防疫工作中存在的问题和改进措施进行分析，为提高动物防疫水平提供一定的理论指导依据。该文主要论述畜牧兽医动物防疫存在的问题，并提出合理的完善措施。

Problems and Improvement Measures of Animal Epidemic Prevention in Animal Husbandry and Veterinary ZHANG Yanlong

Abstract：Animal Husbandry and breeding industry is an important part of social production system. Animal epidemic prevention directly affects the economic benefits and social value of animal husbandry and breeding industry. In order to ensure the quality of animal epidemic prevention work and improve the effect of animal epidemic Prevention，it is necessary to analyze the existing problems and improving measures of animal epidemic prevention in order to provide theoretical guidance for improving animal epidemic prevention level.This paper mainly discusses the problems existing in animal husbandry and veterinary animal epidemic prevention，and puts forward reasonable measures to improve it.

0引言

在畜牧養殖过程中，需要重视动物防疫工作的开展，动物防疫机构通过定期的动物检疫、消毒及病毒的应急措施提高动物防疫的水平，促进畜牧养殖业的长远发展。动物防疫工作从各个层级开展，整体防御水平会受到区域的影响，因此防疫工作进展的状态并不均衡。基层及偏远地区的动物防疫体系工作效果相对更差。本文主要围绕畜牧兽医动物防疫工作存在的问题及完善措施进行简单分析。

1防疫存在的问题

1.1畜牧防疫管理体系与实际不匹配

在动物防疫工作中，整体体制的建设落后性是比较重要的问题，体制的建设和完善是防疫工作能顺利开展的重要基础。如果没有良好的制度，无法确认畜牧兽医防疫工作的持续性成果。动物防疫工作体制建设主要存在2方面的问题，一方面是动物防疫工作体制建设的落后性，主要是在现代整体环境的变化过程中，动物生存的环境产生相应的变化，传统的防疫方式无法适应新的动物疫情，需要结合实际情况制定更加合理的防疫体系。……
