摘要：在农村地区畜牧业至关重要，已成为必不可少的收入途径。为促进该行业健康发展，必须做好基层重大动物疫病防控。虽然近些年基层重大动物疫病防控不断改进与优化，但是在实际落实各项防控措施时仍旧存在诸多问题。该文结合内蒙古化德县具体情况，提出了关于重大动物疫病防控的要求，分析重大动物疫病防控的问题，探究有效防控对策。

Problems and Countermeasures in the Prevention and Control of Major Animal Diseases at the Grass-roots Level

Abstract：Livestock farming is vital in rural areas and has become an essential source of income. In order to promote the healthy development of the industry，it is necessary to do a good job in the prevention and control of major animal diseases at the grass-roots level. Although the prevention and control of major animal diseases at the grass-roots level has been continuously improved and optimized in recent years，there are still many problems in the actual implementation of various prevention and control measures. Based on this，combined with the specific situation of Huade County，Inner Mongolia，this paper puts forward the requirements for the prevention and control of major animal diseases，analyzes the problems of the prevention and control of major animal diseases，and explores effective prevention and control countermeasures.

基層重大动物疫病防控不容小觑，不仅与畜牧业健康发展密切相关，关乎畜产品质量安全。有效防控基层重大动物疫病，可以促进畜牧业经济发展。亟需探究基层重大动物疫病防控问题与对策，从而真正贯彻落实防控工作。

1内蒙古化德县重大动物疫病防控要求

2021年3月初，内蒙古化德县举行重大动物疫病防控工作会议，提出了多项要求。首先，做好摸底工作，清晰了解与掌握职责，加大排查力度，优化升级机制，注重监督管理。然后，为实现全县动物疫病集中强制免疫，每个乡镇都需要完善队伍，及时有效组织并监督实施，树立典型，协同合作，积极广泛宣传，按照法律法规整治疫病，将政府属地管理职责落到实处，提高业务部门监督与管理力度，监督并促进养殖人员与生产经营人员贯彻落实作为防疫主体的职责，充分发挥合力作用，围绕畜禽强制免疫接种做到应免尽免，保证免疫抗体合格率始终超过80%。……
