摘  要：文章以传统DEA模型为基础，对2005～2017年浙江省基于低碳发展的物流效率进行静态评价分析，从而了解浙江省物流业的发展状况。选取物流业从业人员、物流业固定资产投资、运输路线长度和CO2排放量作为投入指标，货运周转量和物流业生产总值作为产出指标，并从投入冗余和产出不足两方面分析低碳物流企业存在的问题，提出合理建议。以期能为浙江省相关的低碳物流企业提供参考。

Abstract： Based on the traditional DEA model， the static analysis is conducted to the 2013～2017 logistics efficiency of Zhejiang province in combination with the DEA model， in order to know about the logistics development status of Zhejiang province. Select logistics industry employees， logistics industry fixed asset investment， transport route length and CO2 emissions as input indicators， freight turnover and logistics industry gross production value as output indicators. It analyzes the problems of low-carbon logistics companies from the aspects of redundant input and insufficient output， and puts forward reasonable suggestions. It is expected to provide reference for related low-carbon logistics enterprises in Zhejiang province.

0  引  言

中國拥有庞大的物流经济体系，在物流经济迅速发展的同时，导致了环境的恶化，资源迅速枯竭。为了保护我国的环境资源，要加强对资源的保护并大力发展低碳经济，减少对资源的消耗，坚持可持续发展。物流体系已经成为了城市经济发展的重要来源，各城市的政府也加大了对物流业的支持，希望大力发展物流业。现在的物流行业不仅要保证低碳、低耗能，还要保证高效率，这样才能让物流行业可持续性发展。物流效率是物流行业发展的重要因素，不管是物流效率低还是投入资源不能最大化使用都会影响到经济发展。因此如何提升低碳流效率成了现在物流行业最关注的问题。

2019年3月，在浙江省杭州市召开了绿色物流发展指数正式发布会，此指数用来评价省市绿色物流发展水平。浙江省涌现出了传化智联、菜鸟网络等一大批创新型的现代物流企业，物流企业发展迅速。……
