摘  要：河北作为我国北方重要的工农业基地，同时也是京津冀区域的重要组成部分，随着京津冀一体化特别是交通一体化的推行，推进河交通低碳化、控制温室气体排放已成为区域乃至全国经济、社会可持续发展的必然要求。文章在研究河北低碳交通现状及影响因素和区域低碳交通评价指标体系的基础上，进一步分析低碳交通评价管理体系的构建。

Abstract： Hebei province is an important industrial and agricultural base in northern China as well as an important part of the Beijing-Tianjin-Hebei region. With the implementation of the integration of Beijing-Tianjin-Hebei region， especially the integration of transportation， promoting the low-carbon traffic and controlling greenhouse gas emissions has become the inevitable requirement of regional as well as national economic and social sustainable development. Based on the study of the current situation and influencing factors of low-carbon transportation in Hebei province and the regional low-carbon transportation evaluation index system， this paper further analyzes the construction of low-carbon transportation evaluation management system.

河北內环京津、外沿渤海，处于欧亚大陆桥的东端，是华东、华南和西南等区域连接“三北”地区的枢纽，是全国放射状公路、铁路网布局的关键节点，现代化综合立体交通网络不断完善，基本形成了“南北贯通、东出西联”的大交通格局。作为京津冀区域的重要组成部分，河北交通系统不仅要满足经济社会发展的需要，而且要满足和促进区域可持续发展需求。作为公共服务部门，河北交通主管部门应不断调整战略价值观，将综合交通系统的功能从经济发展向社会综合化方向转变。河北综合交通体系的规划建设、管理与运营应符合低碳经济、低碳交通的发展要求，符合交通强国的建设要求，有效支撑区域乃至国家生态环境根本好转。考虑低碳环保要素的交通评价管理体系，符合区域低碳经济、低碳交通的发展要求。

1  低碳交通现状及其影响因素

经《中国能源统计年鉴》相关数据分析得出，过去5年间，河北不断调整交通能源结构，交通能源消费中煤总量及消费占比、油品消费总量及消费占比不断下降。……
