摘  要：研究生教育承担着高端人才供给和科学技术创新的双重使命，是经济社会发展的主要驱动力，是实施创新驱动发展战略和建设创新型国家的重要基石。研究生教育国际化的发展水平决定着研究生受教育水平，因此发展研究生国际化培养模式成为必然趋势。文章主要以河南大学为例，作为进入“双一流”建设行列的地方性高校，对研究生国际化培养模式进行探索。通过分析河南大学研究生国际化培养所面临的现状与不足，给出了优化的建议和改革的举措，期望能给“双一流”建设背景下的地方高校研究生国际化培养模式的发展与推行提供参考。

Abstract： Graduate education bears the dual missions of the supply of high-end talents and the innovation of science and technology， which is the main driving force for the economic and social development， and the important cornerstone for implementing the innovation-driven development strategies and building an innovation-originated country. However， the development level of internationalization of graduate education determines the education level of graduate students. Therefore， developing the international cultivating mode of graduate education has become an inevitable trend. This study mainly takes Henan university as an example， which has become a "double first-class" construction university， to explore the international cultivating mode of postgraduates. Based on the analysis of the current situation and shortcomings of international cultivation of postgraduates in Henan university， this paper gives some suggestions for optimization and some reform measures， in order to provide a reference for the development and implementation of the international cultivating mode of postgraduates in local universities under the background of "double first-class" construction.

一、國内研究生国际化培养模式的背景及意义

（一）国内研究生国际化培养的背景

研究生教育肩负着高层次人才培养和创新创造的重要使命，是国家发展和社会进步的重要基石，是应对全球人才竞争的基础布局。改革开放特别是党的十八大以来，我国研究生教育快速发展，已成为世界研究生教育大国。中国特色社会主义进入新时代，各行各业对高层次创新人才的需求更加迫切，研究生教育的地位和作用更加凸显。早在2010年7月，《国家中长期教育改革和发展规划纲要（2010-2020年）》中就明确提出要“提高我国教育国际化水平”[1]，并重点表达了研究生教育国际化的目的，即“培养大批具有国际视野、通晓国际规则、能够参与国际事务和国际竞争的国际化人才”[1]。……
