摘 要：行政学院学报高质量发展离不开清晰思路的谋划与筹商。高超睿智的发展策略，相对于一般发展策略更具科学性、前瞻性、艺术性、实用性和有效性，对于高质量发展而言是充要条件。行政学院学报高质量发展应准确理解国家期刊发展战略，从供给侧和需求侧两侧发力，在发展理念上率先突破，还应借力其他文化领域的高质量发展经验，紧扣主办单位高质量发展的主题等，这是行政学院学报发展步入高质量发展轨道的应有策略。行政学院学报高质量发展，如果说雄厚的物质是基础，清晰的路径是指向，澎湃的动力是核心，公允的评价是导向，那么，睿智的策略就是统领。

Appropriate Ideas and Strategies for the High Quality Development of the Journal of Academy of Governance

Abstract：The highquality development of the Journal of academy of governance cannot be separated from the planning and preparations of clear ideas. Unlike the general development strategy， the superb and wise development strategy is more scientific， forwardlooking， artistic， practical and effective ， which is a sufficient and necessary condition for highquality development. The highquality development of the Journal should be accurately in consistent with the development strategy of the National Journal. From both the supply side and the demand side， some strategies are worked out; breaking through the development concept， and also leveraging the highquality development experience of other cultural fields， and closely following the theme of the highquality development of the sponsor， which is the necessary strategy for the development of the Journal to enter the highquality development track. If the solid material is the foundation， the clear path is the direction， the serge motivation is the core， and the fair evaluation is the guidance， then the wise strategy is the command.

策略是實现目标的方案集合体，在事物的不同发展阶段需要制定具有针对性的行动方案和奋斗方法，且这些方案和方法大多包含一定的艺术成分和需要强调的要素。随着事物势态的变化，还需要制定更为适合的新方案，最终达成既定目标的实现。所谓高超睿智的发展策略，就是相对于一般发展策略更具科学性、前瞻性、艺术性、实用性和有效性。谋划行政学院学报高质量发展，采取一般的发展策略是很难实现的，因为学报现阶段的发展状况距离高质量的目标还有相当的路程，发展基础、发展速度、发展质量和发展水平也没有达到直接过渡到高质量发展的条件。……
