摘 要：在党的十九届四中全会提出“建设人人有责、人人尽责、人人享有的社会治理共同体”背景下，国内城市逐步推行物业公司参与基层治理，但物业公司参与基层治理仍存在一些困境。调研发现物业公司参与基层治理的政策保障、自身经营管理能力、监督指导机制等方面存在突出问题。物业公司参与基层治理，应确定其参与基层治理的政府角色，强化其参与基层治理的政策保障，引导提升其参与基层治理的能力 ，创新其参与基层治理的监督考核机制。只有这样才能推进政府职能转变，实现基层治理共建共治共享新格局的形成。

Implication and Practice of Property Companies' Participation in Grassroots Social Governance

——Investigation and Analysis Based on A District of Shenzhen

Abstract：Under the background of the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China， it is proposed that “build a community of social governance where everyone contains responsibility， everyone is responsible， and everyone enjoys”. Domestic cities have gradually implemented the participation of property companies in grassroots governance， but the participation of property companies in grassroots governance still exists some dilemmas. It is found that there are some outstanding problems in the policy guarantee， self-management ability， supervision and guidance mechanism of property companies participating in grassroots governance. In order to participate in grassroots governance， property companies should determine the role of the government， strengthen the policy guarantee， guide and enhance their ability to participate in grassroots governance， and innovate the supervision and assessment mechanism. Only in this way can we promote the transfer of government functions and realize the formation of a new pattern of grass-roots governance， co-governance and sharing.

一、研究背景

基層治理是国家长治久安的深厚基础与重要支撑。党和国家高度重视基层治理工作，党的十九届四中全会明确提出“完善党委领导、政府负责、民主协商、社会协同、公众参与、法治保障、科技支撑的社会治理体系，建设人人有责、人人尽责、人人享有的社会治理共同体”。物业公司作为基层治理的重要力量，在新冠疫情防控工作中提供了强有力的支持，展现了物业公司在基层治理工作中的担当与优势。

学术界关于物业公司与基层治理方面的研究逐渐增多，主要可以分为三种路径：一是从城市社区的类型出发讨论物业管理的模式与存在的问题^[1][2];二是从业主与物业公司的纠纷视角下分析社区基层治理的矛盾与化解^[3][4];三是基于国内部分城市的实践总结物业公司参与基层治理的有效策略^[5][6]。……
