摘 要：黄河流域是中华民族的衍源地，黄河流域的生态保护在中国社会经济发展中占有十分重要的地位。黄河流域上游的青、川、甘、宁、内蒙古等地区疆域辽阔、自然资源丰富、生态文化中蕴含的生态理念博大精深，是黄河流域生态保护的关键地区。“十四五”时期是中国扎实推动黄河流域生态保护和高质量发展的关键时期，阐释和提炼黄河上游地区的生态理念，摒弃发展过程中的弊端和问题，兴其利而除其害，着眼于当前黄河流域生态保护中面临的机遇和挑战，从中华民族丰富的生态文化中汲取智慧和力量，具有重要的意义。为此，将研究内容立足于黄河流域的生态保护与高质量发展，探究黄河上游地区生态理念的重要意义，结合其所蕴含的禀赋价值，进一步阐释新时代黄河上游地区生态理念的突破与转向，能够促进黄河上游地区在高质量发展中的环境保护及经济协调发展。

Research on the Breakthrough and Transformation of Ecological Concept in the Upper Reaches of the Yellow River in the New Era

Abstract：The Yellow River Basin is the birthplace of the Chinese nation， and its ecological protection plays a very important role in Chinas social and economic development. The Qing， Sichuan， Gansu， Ningxia， Inner Mongolia and other regions in the upper reaches of the Yellow River Basin have vast territories， rich natural resources， and extensive and profound ecological concepts contained in ecological culture. which are the key areas of ecological protection in the Yellow River Basin. The “fourteenth five year plan” period is the key period for China to promote the ecological protection and high-quality development of the Yellow River Basin. This paper interprets and refines the ecological concept of the upper reaches of the Yellow River， abandons the disadvantages and problems in the development process， promotes its advantages and eliminates its disadvantages， focuses on the opportunities and challenges in the current ecological protection of the Yellow River Basin， and draws wisdom and strength from the rich ecological culture of the Chinese nation.Therefore， based on the ecological protection and high-quality development of the Yellow River Basin， this paper explores the significance of the ecological concept of the upper reaches of the Yellow River， and further explains the breakthrough and transformation of the ecological concept of the upper reaches of the Yellow River in the new era， so as to promote the coordinated development of environmental protection and economy in the high-quality development of the upper reaches of the Yellow River.

黃河孕育了中华文明，哺育着中华民族，塑造了伟大的中华民族精神。在2019年黄河流域生态保护和高质量发展座谈会上的讲话中，习近平总书记提出“保护黄河是事关中华民族伟大复兴的千秋大计，黄河流域在我国经济社会发展和生态安全方面具有十分重要的地位”，强调要“坚持绿水青山就是金山银山的理念，坚持生态优先、绿色发展，以水而定、量水而行，因地制宜、分类施策，上下游、干支流、左右岸统筹谋划，共同抓好大保护，协同推进大治理”^[1]。……
