摘 要：乡村治理作为现代国家治理体系的重要组成部分，对于国家治理能力的完善具有重要的推动作用。党的十九届四中全会提出，要“坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化的总体目标”。从党在建党百年来乡村治理思想的发展和演变历程中可以总结出其时代价值。中国共产党对乡村治理思想的不断发展和完善，是党基于中国社会治理实践经验的智慧结晶，是新时代构建和完善中国特色乡村治理体系的必然要求，是党对乡村振兴战略的丰富和发展。

The Thought of Rural Governance of the Communist Party of China and Its Future Development

Abstract：As an important part of the national governance system， rural governance plays an important role in promoting the improvement of national governance capacity. The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China proposed to “adhere to and improve the socialist system with Chinese characteristics and promote the overall goal of modernizing the national governance system and governance capacity”. Based on the research content of “The Rural Governance of the Communist Party of China”， this paper discusses the development and evolution of the Party's rural governance thought in the past hundred years of the Founding of the Party， and summarizes the value of the times and the future direction. The continuous development and perfection of the Chinese Communist Party's thought of rural governance is the crystallization of the Party's wisdom based on the practical experience of Chinese social governance， the inevitable requirement of constructing and perfecting the rural governance system with Chinese characteristics in the new era， and the enrichment and development of the Party's strategy of rural revitalization.

在中国共产党百年奋斗之路上，乡村治理一直是一个绕不开的话题，无论是建党初期作为中国共产党的主力军——以工人和农民为代表的无产阶级，还是中共十九大会议上反复提及的，习近平总书记深切挂念的乡村。乡村治理，这一关键问题，贯穿于整个中共党史。乡村治理史是中共党史的一个重要组成部分。在党的第十八届三中全会上，中共中央首次提出：“坚持推进国家治理体系和治理能力现代化。”在2021年，广大的农村地区已经全面脱贫，进入全面建成小康社会时期。如何促进广大的农村地区在改革开放深度发展的今天不掉队，实现乡村振兴？这同样也离不开中国共产党的乡村治理思想。通过系统梳理中国共产党百年来的乡村治理思想，找出乡村发展的规律，为新时代促进乡村全面现代化建设做出新的战略规划，激发乡村新的活力。……
