摘 要：2020年6月7日，国务院新闻办发布了《抗击新冠肺炎疫情的中国行动》白皮书，白皮书对我们国家抗击新冠疫情的经验进行了系统性的总结。在卫生方面，主要的经验就是牢牢抓住防控和救治这两个重要战场，协同作战。其可以归纳为建立统一高效的指挥体系，建立全民参与的严密防控体系，全力救治患者、拯救生命，依法及时公开透明发布疫情信息，发挥科技支撑作用。在社会方面，我们凝聚起了抗击疫情的强大力量，其集中体现在人的生命是高于一切的，举全国之力来抗击疫情，平衡疫情防控和经济社会民生。在国际方面，我国积极构建人类卫生健康共同体，谋求相关国家合作与国际组织合作。结合抗疫的经验和教训，未来将如何改进、完善与健全我国的公共卫生应急管理体系值得研究和思考。

The Construction of the Public Health Emergency Management System Under the COVID-19 Epidemic

Abstract：On June 7， 2020， the State Council Information Office issued the white paper on Chinas action against COVID-19. The white paper summarized the experience of our country in fighting against COVID-19， mainly in the field of health. The main experience is to firmly grasp the two important battlefields， namely， prevention， control and treatment. It can be summarized as the establishent of a unified and efficient command system， the establishment of a strict prevention and control system with the participation of the whole people， the full treatment of patients and the saving of lives， the timely， open and transparent release of epidemic information in accordance with the law， and the role of scientific and technological support. In the social aspect， we have gathered a strong force to fight against the epidemic， which is mainly reflected in the fact that human life is above everything. We should make efforts to fight against the epidemic and balance the prevention and control of the epidemic and the economic and social livelihood. In the international aspect， China actively constructs the community of human health and seeks the cooperstion of relevant countries and international organizations. As for combining the experience and lessons of anti-epidemic， it is worth studying and thinking how to improve and perfect the public health emergency management system in China in the future.

党中央高度重视新冠肺炎疫情，疫情暴发以来，中央政治局召开了14次常委会，中央政治局会议召开了4次。习近平总书记做了一系列非常重要的指示，发表了许多重要的讲话，亲自指挥亲自部署的过程中，对新冠肺炎疫情应对的相关论述，为未来健全公共卫生应急管理体系，提供了基本的遵循，指明了前进的方向。习近平对于公共卫生应急管理体系健全与完善的集中表述，在两个场合。第一个场合是在2020年2月14日，习近平总书记主持了中央全面深化改革委员会第十二次会议^[1];另外一个场合是在2020年6月2日的下午，习近平总书记主持专家学者座谈会，并发表重要讲话^[2]。……
