摘 要：建设高质量现代特色农业是促进乡村产业振兴、提高农民收入的重要举措。全面推进乡村振兴视域下的特色农业兼具经济变现、生态保护、文化传承的多维价值。我国幅员辽阔，资源禀赋独特，“十三五”时期我国特色农业发展取得了良好成效，产业主体多元化、产业结构合理化、产业布局组团化，但是土地流转的“高速度”与“低质量”、产业融合的“大产业”与“小链条”、休闲产业的“重土味”与“轻品位”等深层矛盾依然困扰着我国特色农业的高质高效发展。新发展阶段必须要从顶层设计的系统性、土地流转的科学性、三产融合的创新性、休闲产业的高效性入手，筑牢特色农业发展的根基，最终促进特色农业的高质量发展和乡村振兴的高质量实现。

Research on the High Quality Development of Characteristic Agriculture Under the Background of Rural Revitalization

Abstract：The construction of high-quality modern agriculture with distinctive features is an important measure to promote the revitalization of rural industries and increase farmers' income. From the perspective of comprehensively promoting rural revitalization， characteristic agriculture has multi-dimensional values of economic realization， ecological protection and cultural inheritance. China has a vast geographical territory and unique resource endowment. During the “13th Five-Year Plan” period， the development of China's characteristic agriculture has achieved good results， with increasingly diversified industrial subjects， rationalized industrial structure and prominent cluster industrial layout， but the land circulation “high speed” and “low quality”， the industrial integration of “big business” and “small chain”， the leisure industry of “heavy earthy” and “light taste” in the leisure industry still puzzles the development of characteristic agriculture in China with high quality and high efficiency. In the new development stage， we must start with the systematization of top-level design， the scientificity of land circulation， the innovation of the integration of the three industries， and the efficiency of leisure industry， so as to build a solid foundation for the development of characteristic agriculture， and finally promote the high-quality development of characteristic agriculture and the high-quality realization of Rural Revitalization.

黨的十九届五中全会吹响了全面推进乡村振兴的进军号角^[1]。2021年中央一号文件明确了建设现代乡村产业体系的工作指向。特色农业既是稻麦、水产、瓜果、蔬菜、花卉等特色农产品的“生产体”，又是红色文化、黄土文化、边塞文化、黄河文化、游牧文化等特有文化资源的“承载体”。基于贯彻落实总书记农业发展重要论述以及“小木耳、大产业”的深度考量，2019-2020年，笔者先后深入西部六县区进行了实地考察和调研，试图探析我国特色农业的发展之“困”并探索高质量发展的解决之“道”，为我国特色现代农业高质量发展、乡村高质量振兴贡献智慧与力量。……
