摘  要：目前我国普通高校高水平运动队的发展，在内部管理、学训矛盾和招生制度等方面都存在很多不足之处。为了将高校高水平运动队的作用和价值充分发挥出来，作者结合自身的实践工作经验和文献收集调查的方法，分析了目前普通高校的运动队发展现状，并从学训关系、经费、教练、生源、管理多个角度提出了针对性的改进意见。希望通过文章的研究，能够为我国的高校运动队发展提供一定的参考，也为社会主义现代化建设贡献一份力量。

Abstract： At present， there are many deficiencies in the development of high-level sports teams in Colleges and universities in China， such as internal management， contradictions between learning and training， and enrollment system. In order to give full play to the role and value of high-level sports teams in colleges and universities， the paper analyzes the current development situation of sports teams in colleges and universities based on their own practical work experience and the method of literature collection and investigation. The paper puts forward targeted improvement suggestions from the perspectives of relationship between learning and training， funds， coaches， students source and management. I hope that through this study， we can provide some reference for the development of college sports teams in our country， and contribute to the socialist modernization construction.

早在上世紀80年代，我国就针对高水平运动队进行了评估，并在2005年教育部发布了《教育部关于进一步加强普通高等学校高水平运动队建设的实施意见》，在《意见》中提出了高水平运动队的发展目标，就是为国家奥运竞技体育和争光计划的可持续发展以及完成国内外重大体育比赛等任务。在2011年深圳世界大学生运动会上，我国代表团获得了金牌和奖牌第一的好成绩，这也充分表明我国高校的高水平运动队取得了非常显著的发展成就。但是，在培养高水平运动队时依然存在较多问题没有解决，严重阻碍了高校高水平运动队的可持续健康发展。因此，本文针对高校高水平运动队建设存在的问题提出了针对性的改进意见。

一、普通高校高水平运动队发展模式

（一）挂靠型

现阶段，有些高校为了打造自己的高水平运动队，会与省市专业队伍建立合作关系，由高校为部分专业运动员制定专业课程的学习计划和文化基础课的学习。……
