【摘  要】迈入新时期以来，中国凭借自身不断进取的毅力以及非凡的勇气，走上了一条大刀阔斧的中国特色改革之路。以习总书记为核心的中国新一代领导人，不断推陈出新，新理论囊括了党政等多个方面，全方位地展现出新阶段我国整体战略思想。以此为背景，创新社会治理方式就是“中国梦”战略愿景实现的必然要求，同样也是进行国家治理能力以及体系现代化的核心内容，并且是提高社会稳定性、维护国家长治久安的重要手段之一。所以，加强创新能力，就必须要从基层到国家层层改革，提高治理方法的信息化水平等，从而加快中国社会的现代化水平。

【Abstract】Since entering the new era， China has embarked on a road of reform with Chinese characteristics with its determination to forge ahead and extraordinary courage. China's new generation of leaders， with General Secretary Xi as the core， constantly bring forth the new from the old. The new theories include many aspects such as the Party and government， showing China's overall strategic thinking in the new stage in an all-round way. In this context， the innovation of social governance is an inevitable requirement for the realization of the strategic vision of the "Chinese Dream". It is also the core content of the modernization of national governance capacity and system， and one of the important means to improve social stability and maintain long-term peace and stability of the country. Therefore， in order to strengthen the innovation ability， it is necessary to reform from the grassroots level to the national level， improve the informatization level of governance methods， so as to accelerate the modernization level of Chinas society.

1 引言

开展社会治理专项工作，提升社会和谐氛围，是中国全面建设小康社会以及坚持和提升发展中国特色社会主义的基本条件。社会治理主要指的是政府以及社会组织为了促进整个社会系统的协调运转能力，对社会生活当中的各个环节进行调控的过程。社会治理有着多方面的基础任务，包括但不限于维护社会的公平公正等。

2 城市社会治理的重要性

新时期作为我国发展城市社会治理工作的一个主要时期。中央以及地方都在积极地进行实践、不断进行探索，也取得了诸多成效。并且，各地在进行创新的实践探索当中也找到了一些代表性的问题。在此，论文以北京、上海以及深圳3座城市为例进行探讨。……
