摘  要：文章对国内现行公共图书馆评估指标、公共文化服务体系示范区（项目）创建指标、公共图书馆评估定级县级图书馆标准、部分省县级总分馆制建设考核指标，进行了共性、差异性的比较研究，希望为设立总分馆制建设考评标准化和机制提供借鉴。

Research on the Appraisal and Evaluation of the General and Branch System Construction of Public Libraries

Abstract：The article conducted a comparative study of commonalities and differences to evaluate the current domestic public library evaluation indicators，public cultural service system demonstration area （project） creation indicators，public library evaluation，and grading county-level library standards，and some provincial and county-level general libraries and their branches system construction assessment indicators，hoping to provide a reference for the establishment of general and branch library system construction assessment standardization and mechanisms.

随着国内各级公共图书馆相继开展总分馆制建设实践，广东省立中山图书馆等省级公共图书馆同期设立了省内县级图书馆总分馆制考核评价指标。在《公共图书馆评估指标》《公共图书馆评估定级标准》《公共文化服务体系示范区（项目）创建标准》中，公共图书馆设立了部门对县级总分馆制建设的考核评价指标体系。《公共图书馆法》《公共图书馆服务规范》《公共文化服务保障法》《公共图书馆总分馆业务规范》《关于推进县级文化馆图书馆总分馆制建设的指导意见》等国家颁布的一系列法律、行业标准及政策，规定了总分馆制建设的考核评价内容。四川省等颁布的公共图书馆条例、公共文化服务保障条例等地方性法规中，也设有相应的县级总分馆建设条款，从法律指向、政府目标、行业发展等层面，将公共图书馆县级总分馆建设的内容纳入本地区文化发展战略和规划体系中，理顺了总分馆条件下各级政府与公共图书馆间的关系，为扩大公共文化服务的有效覆盖面、提高服务均等化水平等，提供了强有力的法律保障、考核机制和建设标准。……
