摘  要：进入新发展阶段后，科技创新创业活动对孵化服务提出了更高的要求，科技创业载体需要加快提升专业化、精准化服务能力。文章基于2016—2019年全国科技创业孵化载体发展数据，全面分析专业化科技创业孵化载体建设发展现状，剖析了科技创业孵化载体在专业化建设方面存在的方向不清、动力不足、能力不够、模式不明、机制不畅等问题，从建立评价指标体系、明确建设主体、提升服务能力、加强资源开放和政策供给等方面提出对策建议。

Research on the Issues and Countermeasures of the Specialization Development of Technology Entrepreneurship Carrier

Abstract：Entering the new stage of development，technological innovation and entrepreneurship activities have put forward higher requirements for incubation services，and technology entrepreneurship carriers need to accelerate the promotion of professional and precise service capabilities. Based on the 2016-2019 national technology entrepreneurship incubator carrier development data，this paper makes a comprehensive analysis of the development status of professional technology entrepreneurship incubator carrier construction and analysis of the unclear direction，lack of motivation，insufficient capacity，unclear model，poor and other issues of the technology entrepreneurship incubator carrier in terms of professional construction. Suggest countermeasures from the establishment of an evaluation index system，clarification of the main body of construction，improvement of service capabilities，strengthening of resource opening and policy supply，etc.

科技创业孵化载体是国家创新体系的重要组成部分，是科技型企业主阵地、新兴产业发源地和高层次人才培养地。经过30多年的发展，我国科技创业孵化载体建设取得了明显成效，在数量、质量、种类、服务功能、孵化绩效、服務网络等方面均实现了全面的突破和提升，为区域产业升级和新动能培育提供了有力支撑。随着我国经济的高质量发展和社会分工的细化，作为现代产业分工产物的科技创业孵化行业迫切需要加快自身发展，提升专业化服务能力，以实现由规模化扩张向内涵式发展转变。

一、文献综述

笔者对科技创业孵化载体专业化发展研究的相关文献进行了梳理。赵璟等人是国内较早分析我国孵化器专业化发展趋势的团队，他们认为，专业孵化器重要的特点是硬件设施专业化、人员配备专业化、服务功能专业化、社会资源网络专业化。……
