In the early stage of COVID-19 epidemic, the medical institutions in some regions had insufficient emergency response ability in public health emergencies. This study took the medical institutions of Zhejiang Province as research subjects and studied on their emergency response ability indexes from four dimensions: emergency system construction, emergency response ability, emergency analysis and monitoring capability,and emergency ability improvement. The study used Delphi method to screen the evaluation indicators, variation and Kendall coordination coefficient to test the degree of coordination of expert opinions, and the analytic hierarchy process to determine the weight of each index in the evaluation system. In this study, 20 experts participated in the Delphi consultation, and the effective response rate of the questionnaires of two rounds were 85% and 88.2%, respectively. An evaluation index system composed of 4 primary indexes, 11 secondary indexes, and 35 tertiary indexes was established.

突如其来的新冠肺炎疫情，考验了我国政府的公共卫生应急能力，同样全球公共卫生体系也面临着巨大的挑战。新冠肺炎疫情初期，部分地区医疗机构在应对突发公共卫生事件的研判、处置、控制、防护时，医务人员的应急意识较弱，对突发公共卫生事件的重视程度不够，日常培训不到位，对应急预案不熟悉，对诊断标准不清楚，不能规范地按照流程处理突发事件。因此积极探索建立卫生应急能力评价指标，找出医疗机构在应对突发公共卫生事件的薄弱环节，需要开展科学性和系统性的客观评价研究，继而持续改进医疗机构卫生应急工作质量[1]。

研究内容

1.评价对象。浙江省于2020年1月23日启动重大突发公共卫生事件一级响应，实行最严格的全面排查、最果断的隔离观察和保护措施、最快速的技术攻关等10大最严举措，进一步提升各项防控措施的精准性、有效性和覆盖面。医疗机构是应对突发公共卫生事件的核心组织，是突发公共卫生事件的重要防治机构和最先感知部门，是承担突发公共卫生事件救治的主要机构，其能力强弱直接关系到整个突发公共卫生事件防控工作的成败。浙江省作为沿海经济较发达省份，人口流动和对外贸易频繁[2]。本文以浙江省医疗机构作为卫生应急能力评价的主要对象，探索建立应急能力评价指标，为政府决策以及其他省份参考提供依据。
