[摘 要] 采用残疾人高等教育支持服务品质调查问卷对18所高等特殊教育院校的支持服务进行调查，结果发现：总体上，教师对支持服务满意度处于中等水平，服务品质由高到低分别是生活适应、组织运作、最少受限制环境、转衔就业、课程教学;不同地域、学历、专业、职称、工作年限、岗位角色的教师对服务品质满意度均呈显著差异。结合调查结果，就提高残疾人高等教育支持服务品质提出几点建议：推动融合教育发展，提高课程教学服务水准;优化就业机制，注重服务品质;完善辅助技术服务体系，提供多元服务。

Abstract： By using the questionnaire on the quality of higher education support service for the disabled， this paper investigates the support service of 18 higher special education institutions. The results show that， on the whole， teachers satisfaction with support service is at a medium level， and the service quality ranked from high to low is life adaptation， organization operation， least restricted environment， job transfer and curriculum teaching. There are significant differences in teachers satisfaction with service quality in different regions， education background， major， professional title， working years and post role. Based on the survey results， this paper puts forward some suggestions on improving the quality of higher education support services for the disabled： to promote the development of inclusive education and improve the service level of curriculum teaching; optimize employment mechanism and pay attention to the service quality; improve the auxiliary technology service system and provide diversified services.

0 引言

公平正義是现代社会追求的目标，社会公正的实现必须以教育公平作为基础[1]。随着教育公平理念在高等教育领域的延伸，显著的变化就是残疾学生接受高等教育且数量不断递增，据统计，2019年我国有14 415名残疾学生进入高等院校[2]。为满足学生的特殊需求，教育系统势必做出改变，构建适宜的支持服务体系，保障残疾人高等教育公平并优化残疾人高等教育结构。美国学校成立身心障碍办公室（Disability Support Services Office），为残疾学生提供经济、学术、人际、心理、就业及辅助科技等多元化服务，最常见的是学术服务，如调整学术要求、更改考试形式、调整教室环境或课程材料、提供残疾学生可使用的计算器或电脑等[3]。在英国高等教育机构中，由身……
