【摘  要】2000年后包头市老龄化程度不断加深，养老地产应运而生，作为新兴产业会受到投资风险的制约和影响。因此，对其投资风险的正确评价有利于降低投资风险，避免损失。以包头市骊驰康养项目为例，论文构建了六大准则层、26个指标层的投资风险评价指标体系。运用层次分析法计算权重，用可拓评价模型進行综合评价，得出项目属较低风险，据风险评价结论引导该项目规避投资过程中潜在的风险，避免不必要的损失。

【Abstract】After 2000， the aging degree of Baotou City continues to deepen， pension real estate arises at the historic moment. As an emerging industry， it will be restricted and affected by investment risk. Therefore， the correct evaluation of its investment risk is conducive to reducing investment risk and avoiding losses. Taking Lichi Health Care Project in Baotou City as an example， this paper constructs an investment risk evaluation index system with 6 criteria and 26 index levels. The analytic hierarchy process is used to calculate the weight， and the extension evaluation model is used for comprehensive evaluation. It is concluded that the project belongs to low risk. According to the risk evaluation conclusion， it can guide the project to avoid the potential risks in the investment process and avoid unnecessary losses.

1 引言

一个国家60岁以上的人口占总人口10%以上时，该国家已进入老龄化，这是国际上对老龄化的定义[1]。截至2020年，包头市60岁以上人口占比18%，老龄化严重，并且养老床位数紧缺，养老压力较大。养老地产在此背景下应运而生。

郑生钦等人认为养老地产是在老龄化背景下，由具有相应开发资质的企业或社会机构开发建设的满足养老需求的老年商业住宅产品[2]。养老地产作为新兴产业，其投资活动会面临各种复杂多变的风险因素，如何规避其投资风险，实现投资盈利成为大家关注的问题。传统的风险评价方法有模糊综合评价法、灰色关联分析等，上述方法在实际运用中均存在一些不足，而可拓评价法允许不稳定指标，使评价具有时效性，能够与其他相关知识融合使用，对相关知识的范围以及特性没有要求。可拓评价法是以可拓理论为基础，以关联函数为工具，用来解决矛盾问题的定量化研究方法[3]。……
