【摘  要】在中国建设社会主义新农村的过程中，集体经济得到了快速发展。如今，集体经济已成为农村经济体系中的骨干力量，并渗透到各级农村的经济发展当中。因此，合理规范农村集体经济的财务管理是保证农村经济发展的重要环节。论文通过分析农村集体经济财务管理的现状和存在的问题，寻求进一步发展和完善农村集体经济的有效途径。

【Abstract】In the process of building a new socialist countryside in China， the collective economy has developed rapidly. Today， the collective economy has become the backbone of the rural economic system， has penetrated into the economic development of rural areas at all levels. Therefore， rationally regulating the financial management of the rural collective economy is an important link to ensure the development of the rural economy. The paper seeks effective ways to further develop and improve the rural collective economy by analyzing the current situation and existing problems of the financial management of rural collective economy.

1 引言

应对农业、农村和农民问题是解决国家粮食安全、城乡一体化、新农村建设、经济体系改善、国民经济发展和人民生活水平提高等重要问题的基础。人们要始终把“三农”作为首先问题。农村财务管理在平衡农村利益冲突和加强自治方面起着重要作用。随着新时期城乡一体化和农村建设步伐的加快，确保农村集体资产的安全和科学审计，稳定农村经济发展，已成为维护农村稳定、促进农村经济发展的关键。

2 农村集体经济与财务管理概述

2.1 农村集体经济财务管理的背景

农村发展一直是国家关注的焦点。近年来，农村经济逐步发展，传统的财务管理模式与农村经济的发展不相适应。许多农村财务管理跟不上发展步伐，影响农村社会的稳定，不利于农村经济的发展。农村集体经济的财务管理在农村经济建设中起着非常重要的作用，但仍然存在问题。农村行政人员都在集中精力解决这些问题，如何解决农村集体经济财务问题、管理问题是目前一个难以解决的问题。……
