【摘  要】新时期，如何有效开展党务工作是国有企业基层党组织要解决的重点政治课题。伴随着社会发展方式的转变以及国有建筑企业转型升级的深入，党务工作面临着新问题与新挑战。为促进建筑企业的发展，党务工作的有效开展已成为一项必然的任务。论文结合十九大提出的党建要求，分析了建筑施工企业基层党组织党务工作存在的问题，并提出了解决措施，保证了党务工作的有效性。

【Abstract】In the new period， how to carry out Party affairs work effectively is the key political issue that the grassroots Party organizations of state-owned enterprises should solve. With the transformation of the social development mode and the deepening of the transformation and upgrading of state-owned construction enterprises， the Party affairs work is facing new problems and challenges. In order to promote the development of construction enterprises， the effective development of the Party affairs work has become an inevitable task. In combination with the Party building requirements proposed by the 19th National Congress of the Communist Party of China， this paper analyzes the problems existing in the Party affairs work of the grassroots Party organizations in construction enterprises， and puts forward solutions to ensure the effectiveness of the Party affairs work.

1 国有建筑企业党务工作有效开展的必要性

伴随着国内经济的快速增长，国有建筑施工企业也处于迅速发展中，推动着党务工作的同步前进。与之前相比，党务工作取得了明显的进步，但是仍然存在一些要重点解决的问题。

新形势下，党务工作有新的任务。习近平同志指出，加强企业的党务工作，有利于推动基层党组织的全面进步。党中央针对党务工作下发了《关于在国有企业改革中加强党的建设若干意见》，对于加强党务工作提出了具体要求。在国有建筑企业，基层是保证党务工作有效开展的主战场，基层党务是推动党建发展的“催化剂”，是企业完成目标的“发动机”，而党务工作对企业的发展具有积极的促进作用。建筑施工企业常年在项目驻场工作，工作环境较为艰苦、任务繁重，这就要求发挥基层党组织凝聚人心的作用，借助党务工作的开展，确保施工生产任务顺利完成。……
