摘 要 目的：促进中药企业建设发展中药材基地，稳步提升中药材质量。方法：梳理国家及地方中药材基地发展政策，调研上海市药企中药材基地建设现状，汇总分析制约本市中药材基地发展的因素，提出促发展建议。结果：调研发现，国家对中药基地建设高度重视，行业也有切实需求，但中药企业药材基地建设发展状况并不平衡，发展存在制约因素。结论：需立足实际情况，有针对性地制订引导政策，逐步解决制约本市中药材基地化发展的问题，进一步提升中药材基地化率。

Construction status of Chinese crude drugs planting base in Shanghai and suggestions for its promoting development

ABSTRACT Objective： To promote the construction and development of Chinese crude drugs planting base and steadily improve their quality. Methods： The authors sort out the policies for the development of Chinese crude drugs planting bases issued by states and other provinces， investigate the construction status of Chinese crude drugs planting base in Shanghai， analyze the factors restricting its development and propose some suggestion for promoting its development. Results： The state attaches great importance to the construction of Chinese crud drugs planting base and the industry also has a practical demand， but the development status of the construction of Chinese crude drugs planting base in traditional Chinese medicine enterprises is unbalanced and there are still many restrictive factors. in its development. Conclusion： Regulatory policies should be formulated based on the actual situation in Shanghai to gradually solve the problems restricting the development of planting base and further improve the rate of base construction.

中藥是以中药材为基础的资源性产业，规划引导药材生产基地建设，推进标准化、规范化生产，稳步提升中药材质量，对于实施健康中国战略具有十分重要的意义[1]。上海受地理位置和土地资源等限制，中药生产企业所用药材除银杏叶、西红花等少数品种来自本地药材基地外，主要依靠外省市供应。经调研，本市生产所需部分药材需通过各地中药材贸易市场购买，存在供应不稳定的情况；且从市场购买的药材质量把控主要依赖检验，而检验方法又存在局限性，因此给药材质量的全面保障带来了较大困难。本文梳理了全国中药材基地建设及发展的特点，分析了本市饮片生产企业中药材基地建设的不同情况及制约基地发展的因素，提出了促进本市中药材基地化发展的建议。……
