摘 要：水利工程EPC招标发包方要求的定义完整性直接影响着项目目标绩效。为了评价发包方要求的定义质量，在分析国内外项目范围定义评价指标和方法的基础上，借鉴美国CII的PDRI理论与方法，建立适用于水利工程EPC招标发包方要求的定义等级指数（PDRI-ERWCP）;包括构建PDRI-ERWCP的评价指标，由3个章节、13个类别和98个元素组成。结合案例研究了PDRI-ERWCP中元素的赋分方法、定义等级指数计算方法和评价步骤。研究表明，PDRI-ERWCP有利于辅助决策者识别发包方要求定义中的风险，它是一套用途广泛的辅助决策工具。

Abstract： The definition integrity of water conservancy project EPC bidding requirements directly affects the project target performance. In order to evaluate the definition quality required by the employer， it established the definition grade index （PDRI-ERWCP） which was suitable for the requirements of EPC bid inviting party of water conservancy project based on the analysis of the evaluation index and method of project scope definition at home and abroad and used the theory and method of PDRI of CII of the United States for reference. This set of evaluation methods included the evaluation indicators for constructing PDRI-ERWCP. It consisted of 3 chapters， 13 categories and 98 elements. Combined with case studies， it studied the method of assigning elements， computing method of grade index of definition and evaluation steps. The research shows that PDRI-ERWCP is helpful to assist decision makers in identifying risks in the definition of the requirements of the contracting party. It is a set of assistant decision-making tools which can be widely used.

2017年2月24日，国务院办公厅发文加快推行工程总承包，2018年和2019年水利部将推广工程总承包写入年度重点工作计划，水利工程总承包进入快速发展期。目前，国内水利工程总承包应用规模不大，关于水利工程总承包的理论研究与文献有限，水利工程总承包招标发包方要求的定义是实施EPC（Engineering Procurement Construction）的基础，也是导致EPC问题的根源[1-2]。因此，笔者围绕水利工程总承包发包方要求定义质量的评价，结合美国建筑业研究所（Construction Industry Institute，CII）的项目范围定义等级指数（PDRI），研究水利工程总承包招标发包方要求定义评价指标与方法，以期识别水利工程EPC发包方要求定义中的风险和问题，提升发包方定义的水平，丰富国内水利工程EPC理论研究内涵，促进水利工程总承包的快速、健康发展。……
