摘  要：电子政务是信息化环境下的新型政务模式，随着近几年信息技术的不断迭代升级，特别是近两年智慧政务云平台系统建设概念的出现，很好地解决和改进了上述传统政务信息系统建设的弊端，实现了智慧化、数字化云办公。本文立足对当前智慧政务云平台主要技术实现路径的分析，梳理主要技术关键点，并结合具体建设案例，对实施路径和方法进行了探索，并总结了相关建设经验和效果。

Exploration of Platform Construction for Smart Administrative Cloud Office

Abstract： E-government is a new government mode in the information environment. With the continuous iteration and upgrading of information technology in recent years， especially the emergence of the concept of intelligent government cloud platform system construction in recent years， it solves and improves the disadvantages of the above traditional government information system construction， and realizes intelligent and digital cloud office. Based on the analysis of the main technology implementation path of the current smart government cloud platform， this paper combs the main technical key points， explores the implementation path and method combined with specific construction cases， and summarizes the relevant construction experience and effect.

电子政务是信息化环境下的新型政务模式，随着近几年信息技术的不断迭代升级，当前，我国电子政务已进入以云计算促进业务协同、资源整合的集成应用新阶段[1]。通过政务数字化、云化，不仅可以有效降低政务办公成本、提升信息共享及业务协同能力，还能显著提高政务部署和政府服务效率。下面就结合山东省税务智慧行政云办公平台（以下简称“平台”）建设进行探讨总结。

1  传统行政办公系统存在的主要问题

1.1 多样且分散，容易形成信息孤岛

历经20余年信息化应用系统建设，山东省税务系统内也积累和形成了很多零散的行政办公类应用系统，分布在省、市甚至县域范围内，这其中包括最早的公文通知类、财务管理类、资产等级类、教育培训类、人事管理类等10余种近百项大大小小的功能性应用系统，而且由于建设周期长，既有县级集中，也有市级集中和省级部署应用。……
