摘  要：基于工业互联网、云计算、大数据分析，利用先进的5G、MEC等信息技术、工业技术和管理手段，实现精确感知生产数据、优化生产过程、减少人工干预，最终使电厂具备“自分析、自诊断、自趋优、自管理、自恢复、自学习、自适应、自组织、自提升”的能力，实现公司管理更加规范、安全水平进一步提升、设备运行更加可靠、经济效益进一步提升、人员可控、状态预知、少人值守、节能环保、降本增效的目标。

Discussion on the construction of Gansu Power Investment Changle 1000MW Thermal Power Generation Unit Smart Power Plant

Abstract： Based on industrial Internet， cloud computing and big data analysis， the latest advanced 5G， MEC and other information technology， industrial technology and management means are used to realize accurate perception of production data， optimize production process and reduce manual intervention. Finally， the power plant has the ability of "self analysis， self diagnosis， self optimization， self management， self recovery， self-learning， self adaptation， self organization and self promotion"， To achieve the goals of more standardized company management， further improvement of safety level， more reliable equipment operation， further improvement of economic benefits， controllable personnel， state prediction， less people on duty， energy conservation and environmental protection， cost reduction and efficiency.

1  智慧电厂发展趋势

智慧发电企业建设是贯彻国家发展战略的要求。为应对时代变化，国家提出了“以信息化带动工业化，以工业化促进信息化”、深入实施“两化融合”的大政方针，推出“大众创业、万众创新”的政策举措，以及《中国制造2025》的行动纲领，引领企业在新时代的转型发展。建设智慧发电企业，无疑是顺应时代潮流，贯彻国家发展战略之举。

智慧发电企业建设是企业自身发展的需求。从外部看，经济发展进入新常态，煤价大幅反弹，不可控因素加大，电量低速增长，利用小时持续回落，电力供大于求的局面短期难以改变。同时，电力体制改革加快推进，市场竞争日趋激烈，成本控制压力倒逼发电企业不断提升管理水平与管控效率。从内部看，贯彻落实中央关于供给侧结构性改革的战略部署，使发电企业面临着发展方式的巨大转变，致力于内涵式发展、持续提质增效已经成为行业共识，这一转变对公司的风险管控、资源集约化管理、内部协同等提出了更高的要求，公司信息化、智能化需求不断加大[1]。……
