【摘  要】近年来，在文书类档案信息化建设的过程中，馆藏档案数字化受到广泛关注，其也是文书类档案工作融入社会、为社会服务的主要举措。但是目前在文书类档案数字化前的整理编目环节中，经常会发生一些问题，不能确保整理编目工作的效果，对档案数字化建设也会产生非常不利的影响。这就需要在档案数字化前的整理编目工作中归纳总结相应的经验，对存在的问题采用科学化的方式应对，确保相关档案数字化前的整理编目工作可以高效开展。

【Abstract】In recent years， in the process of document archives informatization construction， the digitization of collection archives has been widely concerned， and it is also the main measure to integrate the document archives work into the society and serve the society. But at present， some problems often occur in the process of arranging and cataloging document archives before digitization， which can not ensure the effect of the arrangement and cataloging work， and will have a very adverse impact on the digital construction of archives. This requires the summary and conclusion of the relevant experience in the arrangement and cataloging work before the digitization of archives， and adopting scientific methods to deal with the existing problems， so as to ensure that the arrangement and cataloging work before the digitization of relevant archives can be carried out efficiently.

1 引言

文书类档案数字化前的整理编目工作中，应根据数字化建设的需求注意各种问题，同时，需和数字化档案建设之间相互适应，统一相关的整理编目工作标准，通过规范化、系统化的整理编目来更好地促使档案数字化建设与发展。

2 档案数字化前整理编目的问题与对策

2.1 编目深度问题与解决措施

当前，在文书类档案数字化前的整理编目环节中，编目深度经常会出现问题，出现这类问题的原因就是相关的档案是将卷作为单位整理，只存在案卷级的目录，很难将文件的内容准确反映出来。因此，在实践的过程中，应该着重强调编目的深度，创新整理方式，将之前的卷改为件，设置文件级的编目，也就是在原本案卷的基础上，将卷分成件，根据我国的档案文件整理标准和要求，将件当作单位开展整理工作，与此同时，需取消对卷题名方面的拟写。……
