【摘  要】随着我国交通基础设施的日臻完善，公路施工市场的竞争日渐激烈，施工成本管理中的问题逐步显现。基于此，论文分析了当前我国高速公路工程项目施工成本控制中存在的主要问题，有针对性地提出问题的解决对策，以期实现优化项目施工组织设计、降低高速公路施工成本、提高经济效益的成本管理目的。

【Abstract】With the continuous improvement of China's transportation infrastructure， competition in the highway construction market has become increasingly fierce， and problems in construction cost management have gradually emerged. Based on this， this paper analyzes the main problems existing in the current construction cost control of the expressway engineering projects in China， and purposefully puts forward the countermeasures to solve the problems， so as to realize the cost management purposes of optimizing the project construction organization design， reducing the expressway construction cost and improving the economic benefits.

1 引言

随着社会的不断发展和人们生活水平的提高，汽车在现代家庭中已经成为一种主要的出行工具，特别是高速公路的建设为人们的出行提供了极大便利。随着高速公路工程项目投建数量的增多，施工企业面临新的发展机遇。如何将企业做大做强做优，成为公路施工企业管理的重中之重。工程施工项目成本管理作为其中的一个重要环节，成为本文研究的重点。

2 高速公路施工成本管理存在的问题

2.1 成本管理体制不健全，组织结构不完善

当前，施工企业普遍采取公司、项目部两级管理的方式，项目部属公司的下属临时单位，基于行政管理角度，其管理归属权归上级公司所有。但公司在对项目的掌控方面，却存在“天高皇帝远”的情况，致使一些管理工作具有形式化倾向，管理中缺乏实地调查，通常是将项目中的数据收集之后进行整理，以此为依据测算出相应的管理费用，在对项目的经营管理方面基本难以形成经营实权，因此，在实际经营中难以产生经营动力，长期处于这种经营模式中的施工管理，易造成项目成本的失控。……
