【摘  要】目前，我国正处于快速城市化发展阶段。为保持城市化的快速健康发展，必须减少资源和能源的消耗，这是建筑业必须面对的任务。在限额设计阶段，基本上可以确定项目建设的80%的成本，这是管理总体成本的重中之重，并且对成本控制具有事半功倍的效果。应用限额设计方法的目的是阻止资金浪费、加强投资控制、提高建设效率。为扭转支出超出预算的现象，有必要从一开始就严格控制项目成本。

【Abstract】At present， China is in the stage of rapid urbanization development. In order to maintain the rapid and healthy development of urbanization， we must reduce the consumption of resources and energy， which is the task that the construction industry must face. In the stage of quota design， 80% of the cost of project construction can be basically determined， which is the top priority of the total cost management， and has the effect of yielding twice the result with half the effort for cost control. The purpose of applying quota design method is to prevent capital waste， strengthen investment control and improve construction efficiency. In order to reverse the phenomenon of expenditure exceeding the budget， it is necessary to strictly control the project cost from the beginning.

1 限额设计的基本思路

为确保建设项目的投资回报，项目建设从可行性研究、初步设计、初步设计扩展、施工图设计、合同、施工、调试、完工到最终核算的整个过程中的所有业务和组织活动都以项目成本为中心。同济大学的何庆华教授在其博士论文《建设项目全寿命期集成化管理模式研究》中指出，应特别注意决策阶段和设计阶段的早期阶段，以确保优化成本目标。

限额设计是根据批准的设计任务和投资估算来管理初步设计，并根据批准的初步设计总预算来管理施工图设计。前阶段设计审查的投资额和工程量首先分解为每个专业，然后分解为每个单元项目和分支项目。在确保使用功能的前提下，各行业要按有限的数量选择和设计方案，并严格控制技术设计和施工图设计中的不公平变更，以免影响总投资。在设计过程中，设计师与经济经理紧密合作，以实现技术与经济的融合。……
