【摘  要】在新醫改制度、“健康中国”发展战略实施的背景下，以人民健康为中心的新时代使公立医院的日常管理工作更加侧重服务质量和运行效率方面。对此，需要建设一套基于风险控制的公立医院绩效管理体系，由此确定医院如何开展绩效管理工作、如何达到绩效管理目标，切实提升医院管理水平。公立医院始终维护人民健康，努力实现从治病中心到健康中心的转变，提升医疗服务能力和服务质量，全方位落实“健康中国”发展战略。

【Abstract】Under the background of the implementation of the new medical reform system and the development strategy of "healthy China"， the new era with people's health as the center makes the daily management work of public hospitals more focused on the quality of service and efficiency of operation. Therefore， it is necessary to construct a set of performance management system of public hospitals based on risk control， so as to determine how to carry out the performance management work by hospitals， how to achieve the performance management objectives， and effectively improve the management level of hospitals. Public hospitals have always maintained people's health， made great efforts to realize the transformation from the centers for treatment of diseases to health centers， improved the medical service capacity and service quality， and comprehensively implemented the development strategy of "healthy China".

1 公立医院绩效管理面临的风控问题

一方面，公立医院由于特殊和复杂的组织性质，本身面临着一定的发展风险。按照我国对于公立医院的工作要求，其在绩效管理的机制当中本身不能对等于一般企业，因为企业的运营目标是为了营利，但公立医院更加倾向于公益层面的运作。这样一来，公立医院在进行绩效管理时就应做好顶层设计，否则必然会因为设计层面出现管理风险。

另一方面，公立医院的环境较为特殊，医院内部的可控变量比较有限，使得外部环境的变化会直接关系到公立医院的绩效考核。

例如，不同模块和职能部门之间的关系体现的是独特的需求，整个运作系统也是一个动态和多变的复杂体系。医疗团队成员在绩效管理环节也有着需要达到的指标要求，无形之中增加了考核过程的风险点。……
