【摘  要】新形势下，国家电网公司的经营管理是当前中国特色社会主义建设和发展国民经济的一个重要组成部分，要想使其在市场上得到良好的生存和发展，就要求对国家电网公司的经营管理模式进行创新。通过在国家电网公司中引入混合所有制市场化经济，能够有效地防止国有资产的大量流失，促进国家电网公司的健康可持续发展。

【Abstract】Under the new situation， the operation and management of the state grid corporation is an important part of the current construction of socialism with Chinese characteristics and the development of the national economy. In order to make them survive and develop well in the market， it is necessary to innovate the operation and management mode of the state grid corporation. Through the introduction of mixed ownership market economy in the state grid corporation of China， it can effectively prevent the loss of a large number of state-owned assets and promote the healthy and sustainable development of the state grid corporation of China.

1 电网公司混合所有制改革的关注点

1.1 确保关键领域国有资本仍占主导地位

社会对电力设备改造的呼声不断加强，在这样的背景下，我国电力产品技术创新和产业升级就需要不断地开放和合作，而混合所有制的改革正是一个非常重要的机会。国家电网公司可以根据自身的实际状况和社会需求，在一些经营部分推进所有制改革的步伐，这样可以使得外部资源得到充分的利用，也对公司的治理和推动起到很好的规范作用，并在实际的运行中探索出市场化的体制机制，让效益和约束效力得到充分发挥。但对于我国混合所有制的改革而言，推进国家电网公司改革仍需要引起更多的关注，需要保证政府在国家电网公司重点方面的主导地位，保证国有资本仍占据主导地位。可以放开一些其他具有较强国际竞争力的经营性业务，引入民企、外商投资等非国有的资本，但并不意味着国家电网公司使得其他处于次要位置的非国有资本可以占据国有资本的主导地位。……
