【摘  要】民用运输机场（以下简称“机场”）建设项目通常是国家、各省市的重大建设项目，与一般建设工程相比无论从影响力、建设要求、工程时限和质量上，都有一定的区别，对项目法人单位的管理也不断提出更新、更高、更严的标准。论文结合国家发展战略对机场规划建设相关要求，针对未来机场建设管理特点难点问题进行初步研究，并提出几点对策建议，从而保障机场建设项目高质高效推进，积极服务国家战略，建设人民满意機场。

【Abstract】Civil transport airport （hereinafter referred to as "airport"） construction projects are usually major construction projects of the country， provinces and cities. Compared with general construction projects， there are certain differences in terms of influence， construction requirements， project time limit and quality. The management of project legal entities has also continuously proposed newer， higher and stricter standards. This paper combines the requirements of the national development strategy for airport planning and construction， conducts preliminary research on the characteristics and difficulties of future airport construction management， and proposes several countermeasures to ensure the high quality and efficient advancement of airport construction projects， actively serve the national strategy， and build an airport that satisfies the people.

1 我国民用运输机场建设项目概况

1.1 “十三五”期间我国机场建设情况

“十三五”期间，按照民航局的统一部署，我国正加快民航基础设施建设，完善国际、区域枢纽机场功能，提升大型机场的容量，加快推进北京新机场建设，新增布局一批运输机场，鼓励利用现有军用机场和通用机场升级改造为运输机场等。这期间，民航项目完成投资约4527亿元，其中机场建设项目完成投资约3631亿元（占民航投资的80%）（见表1）。这期间，民航完成实施和开展前期工作的机场项目约283个。“十三五”期间我国规划实施的机场建设项目，为推进新时代民航强国战略实施和助力高质量发展打下了坚实的基础。
