【摘  要】随着社会的飞速发展，科技型中小企业逐步成为社会科技发展的中坚力量，是我国科技创新的主力军。但由于资本市场上的融资方式以及相关的融资模式多样，在我国的资本市场还没有完全建立，使得我国中小企业融资困难，缺少有效的融资手段，科技型中小企业的生存运营很受影响，主要表现为融资难、融资贵、融资慢。论文通过分析了解科技型中小企业融资的主要方式以及问题，提出相应的政策建议。

【Abstract】With the rapid development of society， technology-based small and medium-sized enterprises have gradually become the backbone of social science and technology development and the main force of China's science and technology innovation. However， due to the various financing methods and related financing modes in the capital market， the capital market in China has not been fully established， making it difficult for China's small and medium-sized enterprises to finance， the lack of effective financing means， the survival and operation of technology-based small and medium-sized enterprises are affected， mainly manifested as financing difficult， expensive， slow financing. By analyzing and understanding the main financing methods and problems of technology-based small and medium-sized enterprises， this paper puts forward corresponding policy suggestions.

1 引言

2020年政府工作报告中李克强提出“六稳”和“六保”，稳住经济基本盘，保障就业和民生，尽力帮助中小微企业、个体工商户渡过难关。刘淑萍（2020）提出科技型中小企业是从事高新技术产品研发、生产和服务的群体，是中小微企业的重要组成部分。根据《科技型中小企业评价办法》，科技型中小企业是指依托一定数量的科技人员从事科学技术研发活动，取得自主知识产权并将其转化为高新技术产品或者服务，从而实现可持续发展的中小企业。

在实践中，不仅是从落实新发展理念来讲，还是从推动我国经济高质量发展来讲，科技型中小企业的融资困难问题都值得我们去研究并解决。杨玉新（2020）从融资渠道、融资结构、自身制度、政策指导等方面给予了建议。刘淑萍（2020）则讲述了提升市场的活力可以缓解科技型中小企业融资压力。……
