【摘  要】在竞争十分激烈的市场环境中，集团性企业对企业的精神文明建设越来越重视。政工工作与企业管理的共同发展，不单单有助于企业精神文明建设，同时还可以在企业内部形成较为明显的凝聚力，以此增强企业的竞争优势。因此，集团性企业在发展的过程中，非常有必要着重思考如何实现政工工作与企业管理的共同发展。论文针对集团性企业政工工作与企业管理共同发展的重要意义进行了分析，并提出了具体实现的途径，希望对集团性企业的进一步发展有所帮助。

【Abstract】In the highly competitive market environment， the group enterprises pay more and more attention to the construction of enterprise spiritual civilization. The joint development of political work and enterprise management is not only conducive to the construction of enterprise spiritual civilization， but also can form a relatively obvious cohesion in the enterprise， so as to enhance the competitive advantage of the enterprise. Therefore， in the process of development of group enterprises， it is necessary to focus on how to realize the joint development of political work and enterprise management. The paper analyzes the significance of the joint development of political work and enterprise management in group enterprises， and puts forward some specific ways to achieve it， hoping to be helpful to the further development of group enterprises.

1 引言

对于集团性企业来说，管理工作通常包括2個部分：一部分硬件管理，另一部分为软件管理。硬件管理就是通过各种规章制度的制定，强制性地实施管理。软件管理主要就是通过政工工作的有效开展，对企业内部工作人员进行思想政治教育，以此提高工作人员工作的积极性、综合素质能力等，促使其可以在工作中自觉地遵守各项规章制度，强化其责任心，这对集团性企业的进一步发展非常有利。

2 集团性企业政工工作与企业管理共同发展的重要意义

2.1 有助于增强企业核心竞争力

企业管理工作就是根据企业当前的实际发展情况和未来发展趋势制定整体发展目标，并将其进行细化，通过层层分解，具体到各个部分、各个岗位以及各个工作人员。企业管理是对集团性企业经营的整个过程实施控制。……
