摘  要  本文在研究长沙市工业用地利用现状的基础上，发现长沙工业用地利用存在存量用地规模较大、投入产出水平与发达城市有差距、弹性供应市场接受度不高、工业用地管理机制不完善等问题，提出了有效盘活存量工业用地、提高工业用地节约集约利用水平、实行工业用地全过程监管机制、完善产业空间布局与用地保障等促进长沙市工业用地合理利用的对策建议。

Current Situation， Problems and Measures of Industrial Land Use in Changsha， Hunan Province

Abstract： On the basis of researching the current situation of industrial land use in Changsha， the problems existing in the utilization of industrial land were pointed out in this paper， such as the large stock land， the gap of input and output level compared with developed cities， the lower acceptance of flexible supply market， and the imperfect management mechanism of industrial land. Finally， some measures to promote industrial land use in Changsha were put forward， such as effectively revitalizing existing industrial land， raising the level of economical and intensive use of industrial land， implementing whole-process supervision mechanism for industrial land， and improving patial distribution of industries and the guarantee of land use.

工业用地是城市建设用地的重要组成部分，也是实体经济和城市功能的核心承载之一。十八大以来，国家相继出台了节约集约用地的相关政策，明确实施建设用地总量控制和减量化战略，提高存量用地在土地供应中的比重;十九大报告提出，优化存量资源配置，扩大优质增量供给，实现供需动态平衡;2020年4月9日，中共中央、国务院《关于构建更加完善的要素市场化配置体制机制的意见》明确提出：要深化产业用地市场化配置改革，鼓励盘活存量建设用地，为下一步土地要素市场的发展指明了方向。
