摘  要：关于《城市管理学》课程教学改革的实施，首先，教师以导读的方式讲授城市管理的基本理论与方法。其次，在教师的指导下，学生自主选题作为城市管理专项任务，学习研究城市管理热点问题并撰写研究设计方案。最后，学生在课堂上分享研究设计方案，班级师生对此展开研讨，在此基础上，学生修改完善研究设计方案并撰写研究报告，作为期末考核的形式。该课程旨在通过前沿导读、任务驱动与班级研讨“三模块”设计，实现知识掌握与能力素养提升相结合的课程教学模式。

Research on Teaching Reform of Urban Management course Based on the "Three Modules" Design

Abstract： The implementation of the teaching reform of Urban Management course， first of all， teachers to guide the way to teach the basic theory and method of urban management. Secondly， under the guidance of teachers， students choose their own topics as a special task of urban management， study and study hot issues of urban management， and write research design scheme. Finally， students share the research design scheme in class， and class teachers and students discuss it. On this basis， students modify and improve the research design scheme and write the research report as the form of final assessment. This course aims to achieve the combination of knowledge mastery and ability literacy through the design of "Three modules"， namely， frontline reading， task driven and class discussion.

1  城市管理的重要性及課程介绍

1.1 城市管理的重要性

人类进入21世纪以来，城市已成为世界关注的焦点。一方面，全球城市化进程的加速，世界日益发展为城市化的世界，城市正在逐渐成为国际政治经济文化的中心。另一方面，城市是经济社会发展的主要场域，城市发展面临着诸如贫困、犯罪、污染、交通堵塞等“城市病”，城市化的快速发展对城市管理提出了挑战与要求。随着经济全球化的发展和世界城市体系的调整，城市也日益成为中国政府和社会关注的焦点。快速城市化与大规模城市发展伴随着一系列的社会、经济和环境问题，城市管理职能调整与城市管理水平的提高，将是实现城市可持续发展的关键。

1.2 课程介绍

《城市管理学》课程是笔者学校公共管理学院公共事业管理、行政管理、劳动与社会保障、土地资源管理专业的一门重要专业课程。……
